“Brussels Declaration 2026” Adopted at the General Assembly of the NADAL Prosecutors’ Network

Supreme State Prosecutor Milorad Marković and his Deputy, State Prosecutor Jelena Đaletić, participated in the General Assembly of the Network of Prosecutors General of the Member States of the European Union (NADAL Network), held in Brussels on 7 and 8 May.

The gathering, which brought together heads of prosecution services and prominent prosecutors from across Europe, addressed key challenges related to the rule of law, focusing on the increasing pressures faced by judicial institutions and the need to preserve their independence in demanding political and social circumstances.

During thematic sessions, participants discussed the relationship between legal tradition and reform, as well as the ways in which prosecution services respond to attempts of influence that could undermine their impartial and effective functioning.

The participation of the State Prosecutor’s Office of Montenegro as an associate member of the NADAL Network is significant for the exchange of experience, the enhancement of professional knowledge, the promotion of European best practices, and the development of joint initiatives and cooperation aimed at strengthening the rule of law.

At the Assembly, the “Brussels Declaration 2026” was adopted, reaffirming a strong commitment to the rule of law as a fundamental value of the European Union and emphasizing the crucial role of independent and impartial judicial and prosecutorial institutions in protecting fundamental rights and strengthening public confidence in justice systems.

The Declaration stresses that prosecutors must act with full institutional and functional independence, free from undue influence, and in accordance with the law and European rule-of-law standards.

Through this document, the NADAL Network reaffirms its commitment to strengthening cooperation and maintaining continuous dialogue with the aim of preserving and advancing the rule of law within the European Union.

For the State Prosecutor’s Office, events of this kind represent an opportunity to further improve professional standards and strengthen institutional capacities.
