Supreme State Prosecutor and President of the Prosecutorial Council Milorad Marković addressed participants during the opening session of the training “Professional Evaluation of State Prosecutors in Montenegro”, held on 15 and 16 June at the Faculty of Political Science in Podgorica.
Marković emphasised the importance of continuously improving the professional evaluation system for state prosecutors, noting that clear and objective criteria are an important prerequisite for strengthening the quality and efficiency of the work of the State Prosecutor’s Office.
“It is very important that prosecutors conducting evaluations are well acquainted with and understand the evaluation indicators, so that all state prosecutors are assessed in an equal, objective and impartial manner. Only the consistent application of established criteria can ensure fairness and trust in the evaluation system,” the Supreme State Prosecutor stressed.
“Our common goal is to establish clear standards and rules that will further improve the functioning of the prosecution service, strengthen professional accountability and contribute to greater efficiency in its work,” Marković said.
On this occasion, he expressed his gratitude to the Council of Europe for organising the training through the project “Strengthening Accountability in the Judicial System and Improving Victims’ Rights in Montenegro”, as well as for its previous support in the process of developing the Rules for the Evaluation of State Prosecutors and Heads of State Prosecutor’s Offices.
That the evaluation system is built on solid foundations is also confirmed by the latest European Commission report on the rule of law, which recognises efforts to strengthen professional standards, accountability and transparency in the work of the judiciary.
Ljiljana Šoškić, President of the Governing Board of the Centre for Training in the Judiciary and State Prosecutor’s Office, and Lejla Dervišagić, Head of the Council of Europe Office in Podgorica, also addressed the participants.
On the first day of the training, Armin Selmanović also had an opportunity to speak, presenting participants with the new framework for evaluating state prosecutors, including the evaluation criteria and methodology, as well as the roles and responsibilities of evaluation panels.
The training, attended by heads of state prosecutor’s offices, state prosecutors and representatives of the Prosecutorial Council, provides an opportunity for participants to enhance their knowledge of the new evaluation system, exchange experiences and further strengthen their capacities for its consistent and uniform application in practice.
