By the end of 2025, the State Prosecutor\u2019s Office implemented all 27 activities due for implementation under the 2024\u20132025 Action Plan for the implementation of the Strategy for the Investigation of War Crimes, out of a total of 28 planned activities.<\/p>\n\n\n\n
At the Special State Prosecutor\u2019s Office, during the third and fourth quarters of 2025, two cases concerning criminal offences of war crimes were formed and are currently ongoing. From the previous period, 21 cases remain in the preliminary investigation phase and one case is in the investigation phase, while indictments have been filed in two cases. Of the cases in which indictments were filed, in one case the indictment was confirmed and, by a judgment of the Higher Court in Podgorica, the accused was found guilty and sentenced to 20 years\u2019 imprisonment. In the other case, the indictment was filed and confirmed by a decision of the Higher Court in Podgorica.<\/p>\n\n\n\n
Activities under the Action Plan related to events covered by already completed war crimes proceedings \u2013 \u201cMorinj\u201d, \u201cBukovica\u201d, \u201cKalu\u0111erski Laz\u201d and \u201cDeportation\u201d \u2013 continue to be implemented, as well as the Action Plan concerning cases currently in the preliminary investigation or investigation phase, adopted in January 2025.<\/p>\n\n\n\n
The proactive approach in this field has been recognized in the European Commission\u2019s 2025 Report on Montenegro, which noted good progress in the prosecution of war crimes and in building a credible track record of results. Positive assessments were also included in the report of the Chief Prosecutor of the International Residual Mechanism for Criminal Tribunals, Serge Brammertz, presented to the United Nations Security Council, commending the results achieved and cooperation with the Mechanism.<\/p>\n\n\n\n
In order to further enhance efficiency, the human resources capacities of the Special State Prosecutor\u2019s Office have been strengthened by increasing the number of special prosecutors.<\/p>\n\n\n\n
To achieve these activities, the Prosecutor\u2019s Office maintains partnerships with international institutions and non-governmental organizations dealing with transitional justice and justice for victims of war crimes.<\/p>\n\n\n\n
In the field of regional cooperation, particular emphasis is placed on the signing of the Annex to the Agreement on Cooperation in the Prosecution of Perpetrators of Criminal Offences of War Crimes, Crimes against Humanity and Genocide with the Republic of Croatia, further strengthening legal and institutional cooperation in the prosecution of the most serious criminal offences.<\/p>\n\n\n\n
The State Prosecutor\u2019s Office will continue implementing activities aimed at prosecuting war crimes, protecting victims\u2019 rights, and strengthening regional and international cooperation in this area.<\/p>\n\n\n\n
