Citizens of Montenegro evaluated the work of the State Prosecution positively in 2025. The perception of its transparency and effectiveness in combating corruption and organized crime shows a slight improvement.<\/p>\n\n\n\n

These findings are presented in the research \u201cPerception of the State Prosecution in Montenegro\u201d, which was presented to representatives of the prosecutorial organization at the premises of the OSCE Mission to Montenegro, in the presence of its representatives. The research, supported by the OSCE Mission, was conducted for the sixth consecutive year by the agency DeFacto Consulting in October 2025.<\/p>\n\n\n\n

The overall public attitude toward the State Prosecution remains predominantly positive. The Special State Prosecution continues to be the institution with the highest level of trust among citizens \u2013 61.8% of respondents express full or partial trust, while 60.5% of citizens trust the Supreme State Prosecution. Trust in the Basic State Prosecutor\u2019s Offices stands at 57.0%, while 54.0% trust the Higher State Prosecutor\u2019s Office in Podgorica. Trust in the Higher State Prosecutor\u2019s Office in Bijelo Polje increased from 46.5% to 50.9%.<\/p>\n\n\n\n

The results of the research also indicate a stable level of trust in the capacity of the Prosecution to fight corruption \u2013 54.3% of citizens believe that the Prosecution is successfully combating this phenomenon, which represents a slight increase compared to 2024.<\/p>\n\n\n\n

Citizens increasingly recognize the efforts invested in improving the work of the institution, as well as activities aimed at greater openness and accessibility of information to the public. It is encouraging that the perception of transparency is growing \u2013 44.3% of respondents believe that the work of the State Prosecution is fully or somewhat transparent, which represents an increase compared to the results from 2024 (39.9%).<\/p>\n\n\n\n

Half of the respondents believe that the State Prosecution is efficient in its work, which is approximately at the same level as in 2024. 42.6% of respondents recognize changes in the work of the institution and state that they notice certain or significant improvements in the work of the State Prosecution.<\/p>\n\n\n\n

The research also shows an increase in citizens\u2019 awareness of the role of the Prosecutorial Council. In 2025, 44.2% of respondents correctly stated that the Prosecutorial Council appoints state prosecutors, which represents a significant increase compared to 34.4% in 2024. Additionally, 43.1% of respondents gave the correct answer regarding the composition of this body, while this percentage last year was 25.6%.<\/p>\n\n\n\n

These results indicate stability in the perception of the work of the State Prosecution, along with a gradual strengthening of trust in the institution\u2019s capacity to respond to key challenges in the fight against crime.<\/p>\n\n\n\n
